As you are aware there is a lot of activity going on at the VLE level which not only enables many new business opportunities for VLE, but also creates challenges related to capacity building of all VLEs. To build a strong support for the structure of VLEs, the CSC SPV Management Team has implemented a “Champion VLE Program” to identify one VLE in each block across India. Under this program, the block level identifier VLE will act as a consultant and support framework for all VLEs in its block.

- VLEs এবং VLE খুচরা চ্যানেল ব্যতীত অন্য https://digitalseva.csc.gov.in/ পোর্টালে প্রদত্ত পণ্যগুলির উপ-পরিবেশক হিসাবে কাজ করুন।
- অবশ্যই নিশ্চিত করতে হবে যে কোনও ব্লকের কোনও ভিএলই অনৈতিক চর্চায় নিযুক্ত নেই।
যোগ্যতা
- ব্লক স্তরের চ্যাম্পিয়ন ভিএলই হওয়ার যোগ্যতার মানদণ্ড নিম্নরূপ।
- ব্র্যান্ড কার্টে পাওয়া চ্যাম্পিয়ন ভিএলই রেজিস্ট্রেশন ফর্মটি পূরণ করুন এবং ১০,০০০ টাকা অ-ফেরতযোগ্য ফি প্রদান করুন। সিএসসি এসপিভি কেবলমাত্র চূড়ান্ত ভিএলইয়ের জন্য এই পরিমাণ রাখবে এবং অন্যকে এই অর্থ ফেরত দেবে।
- "ব্লক স্তর চ্যাম্পিয়ন" এর জন্য ব্যক্তিগতভাবে আবেদন করা অবশ্যই একটি সক্রিয় ভিএলই হতে হবে।
- ভিএলইএর অবশ্যই একজন গো গিটার যাঁরা এই ব্লকের নেতা হিসাবে কাজ করতে পারে।
- আবেদনকারী VLE অবশ্যই প্রাইভেটের মতো নিবন্ধিত আইনী সত্তার সদস্য হতে হবে entity লিমিটেড / মালিকানা / অংশীদারিত্ব ইত্যাদি .., বিলিংয়ের উদ্দেশ্যে আইনি সত্তা প্রয়োজন (জিএসটি নির্দিষ্ট - পণ্য ও পরিষেবাদির বিলিং এবং শিপিং)।
- আবেদনকারী ভিএলই'র কাছে ভিএলই এবং নন ভিএলই খুচরা বিক্রেতাদের পরিষেবা সরবরাহ করতে বিনিয়োগের সক্ষমতা থাকতে হবে।
- যেহেতু প্রতিযোগিতা থাকলে আমরা বেশিরভাগ ভিএলই উল্লিখিত মানদণ্ডগুলিকে যোগ্য করে তুলতে পারি যদি আমরা নীচে বর্ণিত মানদণ্ডটিও ভিলির সংক্ষিপ্ত তালিকার জন্য দেখতে পারি।
- সিএসসি এসপিভির সাথে ভিএলইয়ের মেয়াদ।
- ডিজিটাল সেবা পোর্টাল বা সিএসসি এসপিভির সাথে সংযুক্ত অন্যান্য পোর্টালে ভিলি দ্বারা প্রদত্ত পরিষেবার গণনা।
অবকাঠামোগত প্রয়োজনীয়তা
- পৃথক অভ্যর্থনা অঞ্চল।
- প্রতিটি কাউন্টারে 1 টি কম্পিউটার সমন্বিত 8 টি কাউন্টার সিএসসি পরিষেবা সরবরাহের জন্য ইনস্টল করা হয়েছে।
- দুটি কম্পিউটার সমন্বয়ে একটি প্রশিক্ষণ সহ সমর্থন ক্ষেত্র।
- একটি ছাদের নীচে উল্লিখিত সেটআপের জন্য ক্ষেত্রের প্রয়োজনীয়তা কমপক্ষে 500 বর্গফুট হওয়া উচিত। এই মডেল সিএসসি কেন্দ্রের রঙিন থিম সারা ভারতে অভিন্ন থাকবে বহিরাগত দেয়ালে কমলা রঙের থিম এবং অভ্যন্তরের দেয়ালে সাদা রঙের রঙ থাকবে। এই সমস্ত মডেল সিএসসি কেন্দ্রে অবশ্যই ব্যানার / ডিসপ্লে বোর্ডগুলি অবশ্যই নীচে ইতিমধ্যে তালিকাভুক্ত থাকতে হবে সিএসসি কেন্দ্র / ডিজিপে / সিএসসি একাডেমি / টেলি মেডিসিন / ব্যাংকিং / বীমা / পেনশন
চ্যাম্পিয়ন VLE উপকার
- পরিষেবাগুলিতে - চ্যাম্পিয়ন ভিএলই তার ব্লকের ভিএলই দ্বারা সম্পাদিত পোর্টাল লেনদেনের ফলে সিএসসি চ্যানেল কমিশনের 2% পাওয়ার অধিকারী হবে।
- পণ্যগুলিতে - ব্র্যান্ড কার্ট থেকে https://digitalseva.csc.gov.in/ এ কেনা পণ্যগুলির জন্য (সাব বিতরণকারী মার্জিন + খুচরা বিক্রেতা মার্জিন) পাবে
বিঃদ্রঃ:
উল্লিখিত সুযোগের জন্য নিবন্ধকরণ সীমিত সময়ের জন্য উন্মুক্ত।
চিহ্নিত ভিএলই প্রত্যাশা অনুযায়ী কাজ না করার ক্ষেত্রে, সিএসসি এসপিভি উল্লিখিত কাজের জন্য একই ব্লক থেকে অন্য ভিএলই সনাক্ত করতে মুক্ত হবে।
সিএসসি এসপিভি সংশ্লিষ্ট স্টেক হোল্ডারের সাথে এই বিষয়ে একটি চুক্তি স্বাক্ষর করতে পারে।

The following activities may be performed by the block champion VLE
Participate in the train trainer program before any new product is launched.
Train block VLEs on products offered by CSC SPV.
Support block VLEs so they all earn as much as they can.
Handle VLEs to establish rural product delivery models.
Act as the nodal point for product billing and delivery.
Act as collection and replacement point for defective products.
Act as a center of logistics management for post office etc. like e-commerce player and other service providers.
Act as a sub-distributor of the products offered on the portal https://digitalseva.csc.gov.in/ excluding VLES and VLE retail channels.
It must be ensured that no VLE of any block is engaged in unethical practices.
ELIGILIBILITY
The eligibility criteria for becoming a block level champion VLE are as follows.
Complete the Champion VLE registration form found in the brand cart and pay a non-refundable fee of Rs 10,000. The CSC SPV will only keep this amount for the final VLE and refund the money to another.
Applying in person for "Block Level Champion" must be an active VLE.
VLEA must have a go guitar who can serve as the leader of this block.
The applicant VLE must be a member of a registered legal entity like private entity limited / ownership / partnership etc .., legal entity required for billing purposes (GST specific - billing and shipping of goods and services).
Applicant VLE must have the ability to invest in providing services to VLE and non-VLE retailers.
Since there is competition we can qualify most of the VLE mentioned criteria if we can also look at the criteria described below for a short list of villi.
Term of VLE with CSC SPV.
Calculation of services provided by Vili on digital service portals or other portals connected to CSC SPV.
Infrastructural requirements
Individual reception area.
8 counters with 1 computer have been installed in each counter to provide CSC service.
Support area with a training of two computers.
Field requirements for the aforementioned setup under a roof should be at least 500 square feet. The color theme of this model CSC center will be the same all over India. The outer wall will have orange theme and the inner wall will have white color. All these model CSC centers must have banners / display boards already listed below CSC Center / DGP / CSC Academy / Telemedicine / Banking / Insurance / Pension
Champion VLE benefits
In Services - Champion VLE will be entitled to receive 2% of CSC Channel Commission as a result of portal transactions executed by VLE in his block.
In Products - Brand Cart for products purchased at https://digitalseva.csc.gov.in/ (Sub Distributor Margin + Retailer Margin)
Note:
Registration for the aforementioned opportunity is open for a limited time.
In case the identified VLEs do not work as expected, the CSC SPV will be free to identify other VLEs from the same block for the specified work.
CSC SPV may sign an agreement in this regard with the concerned stakeholders.
